You could fly to Dehradun Airport from Delhi Airport (DEL). It will take 50 minutes by plane and cost USD22-95. Then from DED Airport, take a private hire which costs USD8-12 and this journey will take you 21 to 40 minutes to Rishikesh.
Alternatively, you could take the train from Indira Gandhi International Airport (IGI) to Haridwar. You would have to board the Orange Line subway from IGI to New Delhi station. This would take 30 minutes and cost USD1. Then make a transfer at New Delhi station and board the train towards Haridwar. Please check the daily schedules beforehand to know which train you should be boarding. From Haridwar, the cab costs approximately USD9-11 and it would take about 30 minutes to get there.
